  北京市被授予“国家森林城市”称号

  本报北京1月5日电(记者姚亚奇)“截至目前,全国共建成国家森林城市219个,31个省(自治区、直辖市)和新疆生产建设兵团实现了国家森林城市创建的全覆盖。”在1月5日国家林草局召开的发布会上,国家林业和草原局副局长唐芳林介绍。

  今年是国家森林城市创建活动开展20周年。近年来,森林城市建设加快了国土绿化进程,创建城市坚持山水林田湖草沙系统治理,统筹规划、整体推进,让森林融入城市的每一个组成单元,持续增加城乡森林绿地面积,扩大了城市生态空间。唐芳林表示,森林城市建设提升了居民幸福指数,创建城市大力开展森林公园、郊野公园、街头休闲绿地、绿道等建设,实行公园免费开放等惠民政策,让人民群众走进森林、拥抱自然,满足了人民日益增长的美好生活需要。森林城市建设弘扬了生态文明理念,创建城市广泛开展生态宣传教育和群众性公益活动,普及生态知识,弘扬生态文化,培育了尊重自然、顺应自然、保护自然的良好风尚,共建森林城市、共享美好家园成为社会共识。

  在发布会上,国家林业和草原局授予北京市“国家森林城市”称号。多年来,北京围绕“绿美京华,北京森林”的森林城市发展愿景,积极开展森林进城、森林环城和森林乡村建设,取得了令人瞩目的成就。

  北京市人民政府副秘书长程建华告诉记者,北京市接续实施两轮百万亩造林绿化工程,全市累计新增森林和湿地243万亩,森林覆盖率由2012年的38.6%提高到44.8%;北京现有维管束植物2088种,陆生脊椎动物608种,其中鸟类达515种,已成为生物多样性最丰富的大都市之一;建成一批城市休闲公园、口袋公园、小微绿地、村头片林,全市公园总数达1065个,成为“千园之城”。

  “我国森林城市建设是在借鉴国外城市生态建设研究成果和经验基础上,推动我国城市生态系统修复和改善人居环境的创新实践,是具有中国特色的城市生态建设方案。”国家林草局城市森林研究中心常务副主任王成表示,我国森林城市建设模式为世界城市生态建设贡献了中国智慧。我国以与联合国粮农组织举办世界林业大会、世界森林城市论坛等重大国际活动为契机,不断分享中国森林城市建设经验和城市森林科研成果,推动我国森林城市建设走向世界。我国森林城市建设实践获得了国际组织和专家的广泛赞誉。

  经过近20年发展,“国家森林城市”创建活动深受各地的重视和认可,也得到社会大众的广泛支持和认同。调查结果显示,社会公众对“国家森林城市”建设的支持率和满意度均在90%以上。全国绿化委员会办公室专职副主任徐济德说,今后,国家林草局将持续开展好“国家森林城市”创建活动,按照城市自愿、优中选优的原则,继续严格遴选一批创建成效显著、示范带动作用强的城市授予“国家森林城市”称号,引导更多城市参与森林城市建设。
